El Paso County Sheriff Oscar Ugarte
A first-generation American born to Mexican parents, Sheriff Ugarte brings over 20 years of law enforcement experience to the role. Starting his career at 19 as a corrections officer with the Texas Department of Criminal Justice, he went on to serve as a Socorro police officer, a court bailiff, and a deputy constable. With a bachelor’s degree in business administration from Park University and a master’s in criminal justice from Webster University, Ugarte combines hands-on expertise with academic insight to lead with vision and integrity. Ugarte is believed to be the youngest sheriff in the county’s history. Sheriff Ugarte is committed to building a safer, stronger El Paso County through community focused policing, innovative strategies, and a passion for service.
